The punishment ought in no case to be more than what is necessary to bring it into conformity with the rules here given...an error on the maximum side...is that to which legislators and men in generally are naturally inclined: antipathy, or a want of compassion for individuals who are represented as dangerous and vile, pushes them onward to an undue severity.
